William Pascoe Goard was born in in Cornwall England in 1863. After studying law in London, he moved to Ontario in 1880. Goard was a Methodist minister and prominent advocate of the Israel Message, organising the British-Israel Association in Vancouver. He also assisted in the establishment of the BIWF. First editor of the National Message (now Covenant Nations Magazine), and also founded Covenant Publishing. He eventually became the President of the BIWF.
